Birungyi Cephas Kagyenda

Cephas is the Managing Partner of Birungyi, Barata & Associates and one of Uganda’s most respected tax practitioners in Uganda.

He previously served as Deputy Commissioner of Domestic Direct Taxes at the
Uganda Revenue Authority and has represented the Government of Uganda in the negotiation and drafting of double taxation agreements with multiple jurisdictions.

He has appeared as an expert witness in international proceedings, including the Heritage Oil and Gas Limited case heard in London.

• Advocate of the High Court of Uganda and all Subordinate Courts
• LLB, Makerere University
• Postgraduate Diploma in Legal Practice (Bar Course), Law Development Centre Uganda
• Specialist qualifications from institutions in the United Kingdom and South Africa
• Commonwealth Advanced Management Programme for Senior Tax Officials (1996)
