The Commission on October 8 issued for public comment the revised SEC Guidelines on the Philippine Green Equity, which seeks to amend SEC Memorandum Circular No, 13, Series of 2025 – the first green equity guidelines in Southeast Asia. The original circular set out a framework for recognising companies whose activities contribute to environmental objectives, giving investors a clearer way to identify sustainable equity offerings in the Philippine market.
Under the proposed rules, the Commission seeks to transfer the authority to evaluate applications and grant the Philippine Green Equity Label from the SEC Markets and Securities Regulation Department to the PSE. The move is intended to streamline the process and bring the Philippine framework closer to international practice, where stock exchanges commonly administer green equity designations. As the market regulator, the SEC would keep its broader supervisory role over the PSE.
Interested parties may submit their comments to the draft rules via email to pmllimosinero@sec.gov.ph with the proposed subject line of “COMMENTS ON THE REVISED SEC GUIDELINES ON PHILIPPINE GREEN EQUITY” on or before October 19, 2026. Listed companies, prospective issuers, investors and their legal and financial advisers were encouraged to take part, since the feedback received may shape the final version of the guidelines.
